Requests support for inclusive programming

To provide an overview presentation of the proposal regarding 12724 12822 Tenth Line - Newstone/Tondream Draft Plan and Re-zoning.

To provide an update to Town Council on the revisions that have taken place to the proposal since the Public Planning Meeting in March 2025.

Proposed Zoning By-law Amendment and Draft Plan of Subdivision for 12762 Tenth Line (ZBA20.013 & 19T(W)-20.007) Ambria (Linconville) Ltd.

    1. That Council approve Draft Plan of Subdivision File No 19T(W)-20.007 and Zoning By-law Amendment File No. ZBA20.013, to facilitate the development of stacked townhouses and a mixed-building, comprising of 506 residential units;
    2. That Council direct staff to issue a Notice of Decision by approving Draft Plan of Subdivision File No 19T(W)-20.007 to facilitate the creation of four (4) blocks for the development of a mixed-use building and residential stacked townhouse subdivision, as shown on Attachment 3, subject to the Conditions of Approval set out in Attachment 4 to this Report;
    3. That Council direct staff to forward the By-law 2025-055-ZO, being a By-law rezone the subject lands from Agricultural (AG) to Residential New Four Exception 29 [RN4(29)] and Residential New Five Exception Eight Holding Symbol Forty Eight [RN5(8)(h-48)] and direct staff to issue a Notice of Passing; and,
    4. That Council confirm that notwithstanding the proposed Zoning By-law Amendment is different from that proposed at the March 5, 2025 Statutory Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required in accordance with Section 34(17) of the Planning Act.
    1. That Council direct staff to bring forward the By-law No. 2025-052-ZO to amend the Town of Whitchurch-Stouffville Comprehensive Zoning By-law 2010-001-ZO to rezone the lands from Agricultural (AG) and Environmental (ENV) zones to Residential New Four Exception Twenty Seven holding symbol forty eight [RN4(27)(h-48)], Residential New Four Exception Twenty Eight [RN4(28)], Residential New Five Exception Five [RN5(5)], Residential New Five Exception Six holding symbol forty eight [RN5(6)(h-48)], Residential New Five Exception Seven holding symbol forty eight [RN5(7)(h-48)], Open Space (OS) and Environmental (ENV) zones;
    2. That Council approve the Conditions of Draft Plan Approval of Subdivision and the Phasing Plan, attached as Attachment 3 to this report, for File No. 19T(W)19.002;
    3. That Council direct staff to issue Notice of Decision for the Draft Plan of Subdivision and Notice of Passing for the Zoning By-law No. 2025-052-ZO, for the aforementioned applications as required by the Planning Act; and
    4. That Council confirm that notwithstanding that the proposed Zoning By-law Amendment as attached to this report is different than the Zoning By-law amendment as proposed at the September 29, 2021 Statutory Public Meeting and December 11, 2024 Council meeting, the revisions are minor in nature and that no further statutory Public Meeting is required.
    1. That Council direct staff to bring forward the By-law No. 2025-056-ZO to amend the Town of Whitchurch-Stouffville Comprehensive Zoning By-law 2010-001-ZO by applying a site specific Agricultural Exception Fourteen Zone [AG)(14)] to the westerly portion of the subject property, and Agricultural Exception Fourteen Holding Symbol One [AG(14) (h-1)] Zone to the easterly portion the subject property; and,
    2. That Council confirm that notwithstanding that the proposed Zoning By-law Amendment differs from that proposed at the April 16, 2025, Statutory Public Meeting, the revisions are minor in nature, and that no further Statutory Public meeting is required.
    1. That Council direct Town staff to work to support Regional staff on the Phase 2 Long-Term Growth Phase 2 Water and Wastewater Servicing Feasibility Study.
    2. That Council direct staff to continue to communicate with the Province to address partial servicing limitations in Ballantrae-Musselman’s Lake.
    3. That Council direct staff to undertake an Official Plan Amendment to incorporate OPA136 policies into the Town’s new Official Plan, once the new Official Plan is approved by the Province.
    1. That Council approves the 2025 Village of Stouffville Advisory Committee (VSAC) Work Plan, and the associated budget allocation as outlined in this report.
    1. That Council approve Draft Plan of Subdivision File No 19T(W)-20.005, Draft Plan of Condominium File No. CDM20.003, and Zoning By-law Amendment File No. ZBA20.005, to facilitate the creation of nine (9) new residential lots for a total of ten (10) single detached dwelling lots, two open space blocks and a new street within a Plan of Condominium;
    2. That Council direct Staff to issue a Notice of Decision by approving Draft Plan of Subdivision File No. 19T(W)-20.007 and Draft Plan of Condominium File No. CDM20.003, to facilitate the creation of four (4) blocks and ten (10) single detached dwelling lots, under a single registered M-Plan, as shown on Attachments 3 and 4, subject to the Conditions of Approval set out in Attachment 5 to this Report;
    3. That Council direct staff to bring forward the By-law 2025-053-ZO, being a By-law to amend the Town’s Comprehensive Zoning By-law 2010-001-ZO to rezone the lands located at 14609 Woodbine Avenue from Development Reserve (D) zone to Residential Private Services zone with Exception Nine [RPS(9)] and Residential Private Services zone with Exception Ten [RPS(10)]; and
    4. That Council confirm that notwithstanding the proposed Zoning By-law Amendment is different from that proposed at the September 28, 2022 Statutory Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required in accordance with Section 34(17) of the Planning Act.
    1. That Council approve the addition of Commemorative Lighting to the Municipal Flag Policy (AP No. 96), as outlined in Attachment 1; and further that the policy be renamed to Municipal Flag & Commemorate Lighting Policy.
    1. That Council direct staff to bring forward an updated Firearms By-law in the fall of 2025 based on the recommendations set out in section 3.3 of this report.
    1. That Council authorize the advancement of DC eligible projects W01, WW17, and WW18 to the 2025 Capital Budget;

    2. That Council authorize the award of the design and construction of DC eligible projects part of WW17 and WW33 to Bethesda Road Developments Limited (BRDL);

    3. That Council authorize the award of the design and construction of eligible projects W01, part of WW17, and WW18 to TH (Bethesda) Developments Inc.;

    4. That Council direct staff to enter into the necessary agreements with the developer Bethesda Road Developments Limited (BRDL), subject to the Town’s legal department review and amendments;

    5. That Council direct staff to enter into the necessary agreements with the developer TH (Bethesda) Developments Inc., subject to the Town’s legal department review and amendments; and

    6. That Council authorize the Mayor and Clerk to execute the necessary

      documents.

    1. That Council bring forward a bylaw to amend the Delegation of Authority By-law 2024-123-RE to reflect the change in delegated authority, allowing the Commissioner of Engineering and Public Works to determine the required security amount for pre-servicing and servicing agreements related to development applications on a case-by-case basis.
    1. That Council direct staff to submit an application to the Green Building Retrofit Fund in the maximum amount of $200,000 to support the completion of a $250,000 ASHRAE Level III Energy Conservation Study focused on municipal facilities and renewable energy opportunities;

    2. Funding for the Town’s share of the Study to be reallocated from Facility Lifecycle Upgrades within the approved 2025 Capital budget;

    3. That Council authorize the Mayor and Clerk to execute any associated agreements, declarations, or documentation as required to secure funding.
    1. That Council repeal By-law 2025-048-FI; and
    2. That Council bring forward a replacement By-law to establish rates and levy taxes for the Town of Whitchurch-Stouffville for the year 2025.
    1. That Council receive the Audit Findings Report and presentation for information, presented as Attachment 1;
    2. That Council approve the 2024 Draft Audited Consolidated Financial Statements of the Corporation of the Town of Whitchurch-Stouffville, presented as Attachment 2;
    3. That Council approve the 2024 Draft Audited Financial Statements of the town of Whitchurch-Stouffville Trust Funds, presented as Attachment 3;
    4. That Council receive the 2024 Statement of Reserves and Reserve Funds, presented as Attachment 5;
    5. That Council receive the 2024 Treasurer’s Statement of Development Charges, presented as Attachment 6; and
    6. That Council receive the 2024 Report on Building Fees, presented as Attachment 7.
    1. That Council approve the draft 2025 Asset Management Plan for the proposed levels of service and the accompanying presentation.
