    1. That Council approve Draft Plan of Subdivision File No. 19T(w)-15.002, Official Plan Amendment File No. OPA15.001 and Zoning By-law Amendment File No. ZBA15.008, to facilitate the development of 90 townhouse dwellings;

    2. That Council direct staff to issue a Notice of Decision by approving Draft Plan of Subdivision File No. 19T(w)-15.002 to facilitate the creation of three (3) blocks, as shown on Attachment 2, for the development of a townhouse subdivision, as shown on Attachment 3, subject to Conditions of Approval set out in Attachment 4 to this Report;

    3. That Council direct staff to forward the By-law 2026-010-OP, being a By-law to re-designate the subject lands from Ballantrae Residential Area to Highway 48 Corridor Residential Area and direct staff to issue a Notice of Passing;

    4. That Council direct staff to forward the By-law 2026-011-ZO, being a By-law to rezone the subject lands from Residential Village (RV) to Residential New Four Exception Thirty Zone [RN4(30)] and direct staff to issue a Notice of Passing;

    5. That Council confirm that notwithstanding the proposed Zoning By-law Amendment are different from that proposed at the November 20, 2024 Statutory Planning Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required in accordance with Section 34(17) of the Planning Act.
    1. That Council direct staff to bring forward By-law 2026-012-ZO to amend the Town of Whitchurch-Stouffville Zoning By-law 2010-001-ZO by amending the existing site-specific “Employment Heavy – Gormley, Exception One, Water Restriction (EH-G[1][w])”, “Employment Heavy – Gormley, Exception Eight, Water Restriction (EH-G[8][w]”, and “Employment Business Park – Gormley, Exception Nine, Water Restriction, Holding Symbol One (EBP-G[9][w][h0-1]) zones; and

       

    2. That Council confirm notwithstanding that the proposed Zoning By-law Amendment is generally reflective from that proposed at the January 21, 2026 Statutory Public Meeting, and that no further Statutory Public Meeting is required.
    1. That Staff will bring forward at the next Council meeting a By-law for enactment to partially assume the municipal infrastructure constructed pursuant to the Subdivision Agreement for Plan 65M-4724, Application No. 19T(W) – 17.001 – Urban Residential Subdivision (McKean Phase 2 Subdivision) from Sunnyridge Avenue to Yakefarm Boulevard, Parkland located within Block 201, Buffer located within Block 203, maintenance access located within Block 204, 0.3 m reserves within Block 119, Block 202, Block 206 and Block 207.

    2. That Council direct staff to retain security in the total amount of $131,683 through a Letter of Credit (LC) for the minor outstanding deficiencies and as-builts.

    3. That Council direct staff to retain security in the total amount of $51,275 through an LC and $51,275 as a cash security for the unassumed portion of McKean Drive from Yakefarm Boulevard to York Durham Line.
    1. That Council approve additional funding, in the amount of $296,500, for sidewalk winter maintenance and windrow cleaning services provided by Todd Brothers Contracting Limited as part of Contract WS-SS-24-084 as part of the 2025 Operating Budget.

    2. That the Treasurer be directed to fund the additional amount from the Tax Rate Stabilization Reserve, subject to the year-end financial position of the Town.

    1. That Council receive Report No. FIN-002-26 for information; and
    2. That Council appoint the Commissioner of Finance & Treasurer to represent the Town of Whitchurch-Stouffville on the Board of the York Region Municipalities Insurance Pool, with delegated authority to make the requisite decisions.
