  • That Council approve Items 9.1, 9.2, 9.4, 9.5, 9.7, and 9.8 on the Consent Agenda and adopt the recommendations contained therein.

  • 1) That Council receive Report No. DS-037-24 for information; and

    2) That Council approve the elimination of the phase-in period for development charge rates and implement the full 100% rate effective July 1, 2024, in accordance with Bill 185, which received royal assent on June 6, 2024; and 

    3) That staff be authorized to do everything to give effect to the resolution. 

  • 1) That Council enact By-law 2024-087-ZO, being a By-law to amend Comprehensive Zoning By-law 2010-001-ZO by removing the Holding Symbol ‘h-1’ from the EL(2)(h-1) zoning, for 211 Sam Miller Way. 

  • 1) That Council adopt the new Town Energy Conservation and Demand Management Plan (ECDMP), in principle, included as Attachment #1; and 

    2) That Council direct Staff to include various initiatives in the Town’s Capital Budget Forecast for Council’s consideration; and 

    3) That Council authorize staff to post the Town Energy Conservation and Demand Management Plan and 2023 summary of the Town’s energy consumption and greenhouse gas emissions on the Ministry of Energy and Electrication’s website, as required under Ontario Regulation 507/18, the Electricity Act.

  • 1) That Council approve funding in the amount of $110,000 for the replacement of the service vehicle be provided by advancing funds within the Water Rehabilitation and Replacement Reserve.

  • 1) That the Mayor and Clerk be authorized to sign the Municipal Funding Agreement on the Canada Community-Building Fund between the Association of Municipalities of Ontario and the Town of Whitchurch-Stouffville. 

  • 1) That Council authorize the use of a combination of internet voting in conjunction with paper ballots and vote tabulators for the 2026 Municipal Election; and

    2) That staff be directed to bring forward the necessary by-law to authorize an alternative voting option of internet voting in conjunction with paper ballots and vote tabulators for the 2026 Municipal Election; and

    3) That staff be authorized and directed to do all things necessary to give effect to this resolution; and

    4) That staff report back in 2025 with an update on the 2026 Municipal Election Plan. 

  • 1) That Council receive the Audit Findings Report and presentation for information, presented as Attachment 1; and

    2) That Council approve the 2023 Draft Audited Consolidated Financial Statements of the Corporation of the Town of Whitchurch-Stouffville, presented as Attachment 2; and

    3) That Council approve the 2023 Draft Audited Financial Statements of the Town of Whitchurch-Stouffville Trust Funds, presented as Attachment 3; and

    4) That Council receive the 2023 Statement of Reserves and Reserve Funds, presented as Attachment 5; and

    5) That Council receive the 2023 Treasurer’s Statement of Development Charges, presented as Attachment 6; and

    6) That Council receive the 2023 Report on Building Fees, presented as Attachment 7.

  • 1) That Council endorse the Community Benefits Charge Strategy; and

    2) That Council pass By-law 2024-086-FI to provide for the payment of Community Benefits Charges pursuant to Section 37 of the Planning Act; and

    3) That Council direct Staff to issue a Notice of Passage within 40 days of by-law passage.

  • WHEREAS the health and safety of pedestrians is paramount; and

    WHEREAS pedestrians are safer crossing at a controlled intersection; and

    WHEREAS a traffic study was conducted at the intersection of Sunnyridge Avenue and Raxlin Street in November 2023, and the warrant for a Level 2, Type C Pedestrian Crossover (PXO) was met; and

    WHEREAS stop signs are used to safely control the flow of traffic at intersections; and

    WHEREAS drivers are more familiar with stop signs at minor residential intersections compared to a PXO;

    NOW THEREFORE BE IT RESOLVED THAT staff install stop signs on Sunnyridge Avenue at the intersection of Sunnyridge Avenue and Raxlin Street as soon as possible

  • That Council read the By-laws as contained in Items 12.1, 12.4, 12.5, 12.6, 12.7, 12.8, 12.9, 12.10, 12.11, 12.12, 12.13, and 12.14, a first, second, and third time, and passed.
