  • That the presentation from Ute Maya-Giambattista, Principal, O2 Planning and Design on Town of Whitchurch-Stouffville Parks Plan and Parkland Dedication By-law be received for information.

  • That the deputation from Superintendent Sony Dosanjh and Inspector Brad Weick, York Regional Police 5 District, be received for information.

  • That Council approve Items 8.2, 8.4, 8.5, 8.6, 8.7 on the Consent Agenda and adopt the recommendations contained therein.

  • 1) That Council direct Staff to issue a Notice of Decision to approve Revisions to Draft Plan of Subdivision File No. 19T-90.001, subject to the conditions as set out in Attachment 4 to Report No. DS-032-24, in accordance with Section 51(31) of the Planning Act

  • 1) That Council direct staff to issue a Notice of Decision to draft approve Subdivision File No. 19T(W)-22.002 and ZBA.22.004, subject to the conditions of draft plan approval as set out in Attachment 3 to Report No. DS-033-24, in accordance with Section 51(31) of the Planning Act; and

    2) That Council enact By-law 2024-079-ZO being a by-law to amend the Town of Whitchurch-Stouffville’s Comprehensive Zoning By-law 2010-001-ZO by applying site-specific zones and direct staff to issue a Notice of Passing; and 

    3) That Council confirm that notwithstanding that the proposed Zoning By-law Amendment as attached to this report is different from the Zoning By-law Amendment proposed at the June 29, 2022 Statutory Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required. 

  • 1) That Council confirm that notwithstanding the proposed Zoning By-law Amendment is different from that proposed at the May 1, 2024 Statutory Public Meeting, the revisions are minor in nature and no further Statutory Public Meeting is required in accordance with Section 34(17) of the Planning Act; and 

    2) That Council enact By-law No. 2024-078-ZO, as amended, being a by-law to implement the regulations for Additional Residential Unit in the Comprehensive Zoning By-law 2010-001-ZO. 

  • FROM:

    1. If the Parent Zone does not have a Maximum Lot Coverage provision, the Lot Coverage of existing Buildings and Structures is equal to the Maximum Lot Coverage permitted for the purposes of ancillary ARU’s.
      1. If the Parent Zone does not have a Maximum Lot Coverage provision, for new developments on vacant Lots the maximum Lot Coverage requirement is not applicable for the ancillary ARU.

    TO:

    • “If the Parent Zone does not have a Maximum Lot Coverage provision, the Lot Coverage of existing Buildings and Structures is equal to the Maximum Lot Coverage plus permissions identified in Table 1.”
  • FROM:

    1. Balconies or rooftop patios are not permitted on ‘ancillary’ ARUs.

    TO:

    1. Balconies or rooftop patios are not permitted on ‘ancillary’ ARUs on lots with an area of less than 1500 square metres.
  • 1) That the presentation from Ute Maya-Giambattista, Principal, O2 Planning and Design on Town of Whitchurch-Stouffville Parks Plan and Parkland Dedication By-law be received for information; and 

    2) That Council receive Report No. DS-031-24 for information.

  • 1) That the presentation from Aman Singh and Akeel Ali, SLBC Inc. on the Town of Whitchurch-Stouffville Non-Core Asset Management Plan be received for information; and

    2) That Council approve the draft 2024 Asset Management Plan for current levels of service and the accompanying presentation.

  • That the proposed amendment and member motion, re: On-Street Parking on Brown Lane and Betula Gate be deferred until such time as when staff report back on the Parking By-law in the fall of 2024.

  • NOW THEREFORE BE IT RESOLVED THAT the Parking By-law for parking improvements, Schedule III (Three (3) Hour Parking Exemptions) be amended on Brown Lane and Betula Gate, Delbert Circle, Miltrose Crescent and Fernglen Crescent as follows:

    • On the south side of Brown Lane between nos. 5 and 35,
    • On the east side of Brown Lane between nos. 32 (flankage) and 58,and
    • On the west side of Betula Gate between no. 6 and 22 Brown Lane (flankage)
    • On Delbert Circle, Miltrose Crescent and Fernglen Crescent to be reviewed and confirmed by staff
  • WHEREAS housing affordability continues to be a challenge for many residents in the Town of Whitchurch-Stouffville; and

    WHEREAS multi-generational households are becoming more common; and

    WHEREAS the parking requirements for these multi-generational households exceed the parking available; and

    WHEREAS the driveway apron between the sidewalk and curb on Brown Lane and Betula Gate precludes a car parking in this area without contravening the Parking By-Law; and

    WHEREAS the right-of-way on Brown Lane and Betula Gate is a sufficient width that allowing overnight parking on the road will not adversely affect emergency response; 

    NOW THEREFORE BE IT RESOLVED THAT the Parking By-law for parking improvements, Schedule III (Three (3) Hour Parking Exemptions) be amended on Brown Lane and Betula Gate, as follows:

    •    On the south side of Brown Lane between nos. 5 and 35,
    •    On the east side of Brown Lane between nos. 32 (flankage) and 58, and
    •    On the west side of Betula Gate between no. 6 and 22 Brown Lane (flankage)
