Mayor Lovatt called the meeting to order at 1:02 p.m.

The Town of Whitchurch-Stouffville acknowledges this land is the treaty territory of the Williams Treaty First Nations. It is also the traditional territory of other Anishinaabeg peoples, the Wendat, and the Haudenosaunee. We also recognize the contributions of all Indigenous peoples to this place and commit to a continued dialogue and greater respect for the land we have come to share. Recognition of the contributions and historic importance of Indigenous peoples must also be clearly and overtly connected to our collective commitment to make the promise and the challenge of Truth and Reconciliation real in our community.

Mayor Lovatt recognized two graduates of the Town of Whitchurch-Stouffville Fire Cadet Program, Andrew Weintraub and Austin Wu.

With the assistance of a grant from the Whitchurch-Stouffville’s Legacy Fund, the Cadet Program was developed in collaboration with staff at Stouffville District Secondary School and our Fire & Emergency Services Department.  The goal of this program is to build confidence, increase comfort in social settings, and to build on interpersonal skills within in a professional workplace and, of course, learn about fire safety.

Over the past 18 weeks, Austin and Andrew (both senior students), along with their educational assistant Teresa, have attended station 5-1 each Wednesday. They have participated in various activities such as fire safety presentations, fire prevention inspections, apparatus checks, firefighting, first aid training, and many more activities.

There is no question that over the past number of weeks, it has been amazing to see these two individuals build confidence and comfort with our Fire Services team.  We know that this experience will be something they will not soon forget. Congratulations to both Andrew and Austin for the successful completion of the Cadet Program.

Our Fire & Emergency Services Chief, Bill Snowball, could not be here today, so he has asked me to read the following message on his behalf:

"My congratulations to both Austin and Andrew for their success in the program.  It has been a pleasure for me to watch them grow and build self-confidence.  I would also like to thank all the staff for their hard work and dedication in making the program successful, especially Brianna Varsimas, who championed the program from the beginning.  This type of program allows us to make great strides in public education in our community.  And a special thanks to the Whitchurch-Stouffville Legacy Fund for so graciously sponsoring the program."

Mr. Mark Luckett, Vice President, Westfield Estates Ratepayers Association (WERA) provided a PowerPoint presentation on behalf of WERA regarding to their concerns related to Report No. DS-022-24 and Report No. DS-023-24 - Cam Fella Boulevard Development.

    1) That Council approve the application submitted by the Owner to extend the Employment Extractive Exception Three Zone (Temporary) [EX(3)(t)] on the property at 14245 & 14395 Ninth Line, which permits all uses outlined through the EX Zone-permissions, in addition to a Granular Stockpile / Depot, Road Salt Storage / Depot, Topsoil Stockpile / Depot, and Accessory buildings and structures, for a period of up to three (3) years until May 15, 2027; and

    2) That Council enact By-Law No. 2024-058-ZO, being a By-Law to amend by-law 2021-069-ZO.

    2) That Council enact By-law 2024-059-ZO being a by-law to amend the Town of Whitchurch-Stouffville’s Comprehensive Zoning By-law 2010-001-ZO by applying site-specific zones and direct staff to issue a Notice of Passing; and

    3) That Council confirm that notwithstanding that the proposed Zoning By-law Amendment as attached to this report is different from the Zoning By-law Amendment proposed at the September 28, 2022 Statutory Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required.

    2)That Council approve Draft Plan of Condominium File No. CDM22.003, subject to the conditions as set out in Attachment 4 to this Report, and direct staff to issue a Notice of Decision in accordance with Section 51(37) of the Planning Act, 1990; and

    3) That Council enact By-Law No. 2024-060-ZO, being a By-Law to implement the development File No. ZBA22.017, and direct staff to issue a Notice of Passing; and

    4)That Council confirm that notwithstanding that the proposed Zoning By-Law Amendment is different from the Zoning By-law proposed at the September 27, 2023 Statutory Public Meeting, the revisions are minor in nature and that no further Statutory Public Meeting is required.

    WHEREAS the transportation network provides connectivity for residents, businesses, and visitors across the Town of Whitchurch-Stouffville; and

    WHEREAS stop signs are used to safely control the flow of traffic at intersections; and

    WHEREAS the safety of Whitchurch-Stouffville residents, including motorists, cyclists, and pedestrians, especially children, is a primary importance; and

    WHEREAS Glad Park Avenue and John Davis Gate form a 4-legged intersection; and

    WHEREAS stop signs are currently installed on two (2) legs of the intersection, namely, on John Davis Gate; and

    WHEREAS this stretch of Glad Park Avenue, that is of extensive length with no traffic control and in a high-density area, where speeding traffic is a major concern for families; and

    WHEREAS there are two elementary schools in the vicinity, St. Mark Catholic Elementary School, and Glad Park Public School, which generates large amounts of children foot traffic;

    NOW THEREFORE BE IT RESOLVED THAT staff be directed to install stop signs on John Davis Gate at the intersection of Glad Park Avenue and John Davis Gate as soon as possible.

    • 2024-059-ZO BEING A BY-LAW to amend By-Law 2010-001-ZO of the Town of Whitchurch-Stouffville (Comprehensive Zoning By-Law) as amended for the lands located at 5481 and 5551 Bethesda Sideroad (DS-021-24).
    • 2024-060-ZO BEING A BYLAW to amend Bylaw 2010001ZO of the Town of Whitchurch-Stouffville (Comprehensive Zoning Bylaw) for the lands located at 316, 328, 340, 352, 364, 376, and 386 Cam Fella Boulevard (DS-022-24).

    • 2024-062-AP BEING A BY-LAW to appoint Municipal Law Enforcement Officers, Officers, Municipal Weed Inspectors, and Licensing Officers for The Corporation of the Town of Whitchurch-Stouffville and repeal By-law 2024-052-AP.
